Create a new Document Library

Library settings--Versioning Settings

It is better to set Draft Item Security to 'Only users who can approve items', even though other options are ok.

Require Check Out

Administrator checks out this document for editing.

Jim cannot check out for editing because it is locked by Administrator.

After administrator modifies the document, 'Check In' process must be initiated.

'Require Check Out' is by default set to 'No'.

Both Administrator and Sim have the CONTRIBUTE permission to a document library. Administrator and Sim simultaneously edit the same document.

Approve/Reject button is dimmed.
