From Win7 workstation, map a drive Z: to \\test.com\vanarts\marketing.

The default offline setting is "only the files and programs that users specify are available offline".

After clicking "Work offline", you can not access the files and folders that are not offline.

How about the production shared folder has been set to "No files or programs from the shared folder are available offline"?

If "All files and programs that users open from the shared folder are automatically available offline" is selected on a shared folder, when you open a file, it is available offline.

The client computer has by default offline enabled.

You can configure GPO to make sure the offline feature to be enabled.
